The Auberge international de Quebec has very good rates and is near the meeting. If you're looking for the least expensive housing alternative, give them a try.

The Delta Hotel has been known to offer good room rates indepently of the AMS meeting, when booked online via Travelocity, Expedia, Orbitz, or other vendors. You may want to do some web-surfing to see what the best room deals available are.
